The volume of fuel purchased on these cards has fallen since 2007 though they account for a growing share of the fuel payments market. Most public service stations across Europe accept fuel cards. Germany is the largest fuel cards market in Europe, but the popularity of fuel cards varies across the continent. Oil company card issuers such as Shell, BP and TOTAL account for the majority of fuel card volumes in Europe.
